About Add Border to Image
The border width is a percentage of the image's shorter side rather than a fixed pixel count, so the same setting looks proportionally right whether you feed it a phone photo or a banner. A 4–6% white border is the conventional look for prints and gallery walls.

Yes — the canvas grows by the border width on all four sides. If you need an exact final size, add the border first and then resize.
